Abstract: Variety of Initiatives At Neighbourhood Level With a Focus on Small-Scale Projects The initiatives described in this handbook are mostly small-scale projects. They are initiated and financed by many different organisations, including municipalities, housing associations, welfare organisations, and by residents themselves. In Vienna, it is more common to have top-down projects, financed and implemented by the city of Vienna, while in Amsterdam official institutions usually collaborate with active residents, resulting in hybrid arrangements. This is the case for the initiatives discussed here, but it is even more true when looking at all of the initiatives in the case study neighbourhoods.
